Driving Licence Download: DigiLocker & Parivahan Official Guide (2026)

Since the Ministry of Road Transport & Highways' 2018 notification, a driving licence stored in DigiLocker or the mParivahan app is legally equivalent to the physical card under the Motor Vehicles Act. That means you can leave the plastic at home. Here's how to download yours from either official source.

Option 1 — DigiLocker (recommended)

Install DigiLocker app (Android/iOS) or go to https://www.digilocker.gov.in
Sign in with your Aadhaar-linked mobile number and set a 6-digit security PIN
Search for Driving Licence issuer: select Ministry of Road Transport and Highways
Enter your DL number and date of birth, tap Get Document
The licence appears under Issued Documents — tap to view, download, or share the PDF

The file is a digitally signed PDF pulled directly from the Sarathi/Vahan database — accepted by all RTOs and traffic police.

Option 2 — mParivahan app

Install mParivahan (official app by Ministry of Road Transport & Highways) — check the publisher is NIC eGov Mobile Apps
Open → DL Services → Create Virtual DL
Enter DL number and DOB
Complete OTP verification with your registered mobile
Your virtual DL is saved in the app and can be shown offline

Option 3 — Parivahan Sarathi (print copy)

For a downloadable e-copy from the source database:

Go to https://sarathi.parivahan.gov.in
Select your state
Click Driving Licence Services → DL Extract (or Print Driving Licence)
Enter DL number, DOB, verify captcha and mobile OTP
Download the extract PDF

For a fresh smart card / duplicate DL, use the Apply for Duplicate DL service on the same portal — fees vary by state.

Legal validity

Yes. As per Rule 139 of the Central Motor Vehicles Rules (amended 2018) and the MoRTH advisory dated 8 August 2018, documents fetched from DigiLocker or mParivahan are treated at par with original physical documents for verification purposes by traffic police, RTOs, and other transport authorities. You are not required to carry the physical card if you can show it in either app.

Common problems

'DL details not found': your state's DL database may not be integrated with the central Sarathi database — check by searching your DL on https://parivahan.gov.in/rcdlstatus
DOB mismatch: even one day off will fail; check the DOB printed on your physical licence
Mobile not registered with RTO: visit your RTO to update your mobile number, then retry
Old paper licence (pre-smart card): may not be in the digital database — apply for a DL renewal / smart card at Sarathi

Is a driving licence in DigiLocker legally valid?
